The U.S. House Transportation and Infrastructure Committee today (May 21) will begin their markup of the BUILD America 250 Act, which includes an annual federal fee for EVs and plug-in hybrids. The meeting is at 10 a.m. today. 

What we know: The five-year surface transportation reauthorization bill lays out investments in America’s roads, bridges, transit, rail transportation, and highway and motor carrier safety programs. The current surface transportation bill expires Sept. 30.

  • The proposed legislation released this week included a $130 registration fee for EVs and $35 for plug-in hybrids.

  • The fees could be increased by $5 every two years starting in 2029, topping out at no more than $150 for EVs and $50 for plug-in hybrids. 

  • The registration fees will be paid to state motor vehicle departments on top of the state fees. 

What they’re saying: The proceeds would be deposited into the Highway Trust Fund for the maintenance and construction of roadways.

The Committee Chairman, Sam Graves, said the fee “ensures that electric vehicle owners begin paying their fair share for the use of our roads.”

The Committee for Responsible Federal Budget estimated the fees would raise $30 billion over a decade for the Highway Trust Fund.

Some context: ICE drivers currently pay 18.4 cents per gallon in federal taxes on gasoline and 24.4 cents for diesel, according to the U.S. Energy Information Administration. The federal tax rates have remained the same since 1993. 

The Congressional Budget Office estimated the revenue for the Highway Trust Fund for 2023 to be $43 billion.
